It is reflective tape and I prefer the one on the left.

I agree, I prefer the one on the left. The right one is ok, but reminds me kind of a tribal tatoo.

neither, unless it's going to be a different color

hmmm... I suppose I like the one on the left a little better, why not make the decals the same color as your seat? Coordinate man!

I prefer the pattern on the handle bars in #2. I agree with ScooterTrash and Krusty on the color. Try something less saturated, like slate blue/gray? Maybe that's what the seat color is - hard to tell in the photo.

Whatever you do, be sure to post the result! :)

oh yeah of course, the color is gonna match closer than the mockup.

Is it too crowded?

My first thought was that it might be a little busy, but the more you look at it, it's not bad. Maybe lose the two little pointy things on the bottom of the horncast?

The chrome piece on the front of the scooter that covers the horn.

Sounds like you've made your decision already, but...

I prefer the one on the right. Cleaner lines (as n2tatoos said), and it appears that it wraps around the sides a little more, creating better visibility to cages who might be turning into you from a side street.

I also agree with Krusty about removing the points at the bottom of the horncast.

good luck!
