How does it do uphill and into the wind while cold? Other than derestricting, it's just a 50CC motor. You can't expect much. My 110cc slows down uphills. Clean or change your spark plug, fresh gas, clean air filter, check the basics.

As Lotrat stated:

.

Your "power loss" is normal. When first started the auto choke keeps the engine revved higher to help with warm up, once this is accomplished the choke cuts out and your scoot idles at normal rpm.

If your pulling about 20-25 mph (speedo indicated) up hills that's about normal.

As for the wind it depends how hard it blows, and yes, this to will slow you down.

As a general rule, a motor that runs better cold than when warm is jetted too rich...however, there is only so much power your gonna get out of a restricted 49cc motor...
