If using a cargo net across the seat use some anti slip/jar opening kitchen rubber sheet thingies to stop the bag sliding on the seat.
I can't find a picture but usually horrid pink or blue in colour and found in the kitchen goods section at the supermarket.
Same stuff sometimes sold (more expensive) for putting on the car dash to stop stuff sliding around?

You can also use the waffle rubber draw liners found in the kitchen section of Lowes/HomeDepot
