Body panel removal

Hello,
Does anyone know if the front wheel needs to be taken offf to remove the Buddy front lower cover? I wish to vinyl wrap it but it looks like I cant take it off without removing the front tire. Any suggetions would be greatly appreciated. I cant figure out how to insert an image? :(

Yes, the front tire needs to be removed. If I remember right you have to take the fork off too which means taking the handlebars off.

The blue part in this picture is the Buddy front lower cover -

Nope to the forks. Yes to the wheel and fender.
