Modern Buddy

So my buddy 50 got stolen and recovered. The ignition was trashed. I bought a new one and put it in. But when the key is turned to “off”, it is really on and I can also pull the key out. When the key is in the “on” position, it cuts off and the key won’t come out. Also you don’t have to hold the brake to start it either. I can only kick start it because the battery is dead anyway. My brake light doesn’t work and the turn signals no longer do either.

I guess I want to know if there is some kind of hot wiring he may have done to bypass the safety switch on the brake or anywhere else that may be causing the brand new ignition to not work.
