Large black hose sticking out of scooter

Someone stole my moped and when it was found a large black hose was disconnected, help please. Completely new to all this.
The service manual for the Buddy 50 can be found at the link below. You may be able to answer your own question. Otherwise, a photo would be very useful to get a response from someone here.
