2007 Buddy 125 sat for 4 years

I am trying to get this thing running. Here is what I've done:

Drained gas tank and cleaned
disassembled and cleaned carb, reassembled and reinstalled
checked fuel filter for flow
put new gas in

No flow to filter. I see there is an auto cock right under tank. When I removed the fuel line coming from that, no fuel comes out. I checked to see if the diaphragm held pressure and it does. Is it possible that it's clogged? Am I missing something? Thanks for the help, guys!

I also removed the auto cock and fuel flows out of the tank just fine.

Most likely clogged. Sometimes you can blow them open by spraying some compressed air into the fuel line, but it's a crapshoot. I'd replace it.

Just to make sure- they only work under vacuum. Fuel only comes out when the engine is spinning.

Precisely, no fuel should flow out of the auto shutoff if you simply remove the fuel line from the bottom.

I simulated vacuum on the lower port and still no fuel flowed. I will try to blow it out with air and if that fails, I will replace to be sure.
