Are these parts supposed to be connected?

I started removing the top portion of my carb and realised the diaphragm came off all by itself with nothing connected to it.
I was under the impression that the long plastic piece below it (the slide I think) was supposed to be connected to it.
It appears that I can push the black plastic piece through the bottom of the diaphragm, and I attempted this, however it was going to take more force than I was willing to apply before making sure I was correct.
