Buddy 170i EMS fuses location?

This is a picture from the 170i service manual that supposedly shows EMS fuses. Does anybody know where this is located? The scooter is not starting and I'm not hearing my fuel pump when turning it on, checked with a 12v tester and doesn't seem to have power at the wire leading to the pump. If there's a blown fuse it sure would make things easy.

I've taken body panels off and looked all around but can't find them, haven't looked inside the front end yet though. If they don't exist or I just can't find them then I guess it goes to the shop.

That looks likes the turn signal clicker beside it. Did you look under the front panel yet?

Yes thanks, you were right. I just checked this morning. I didn't expect that the wires would be routed to the front for fuses and then back to the components. Anyway, all of the fuses look fine. I'll check to see if voltage is going through and then probably just button it up and take it to the shop. Oh well, I tried.
