I'm guessing a heavily modified Honda Elite 80. The slanted foot rests and curved wrap around between the foot rests has a definite Honda look as does the skinny rear shock.

As someone who's spent far too much time farting around with that model, I can confidently say that it's not a CH80 Elite. That bike is too aerodynamic, the front disk and telescopic forks don't fly and the engine's a horizontal layout when the Elite 80 is a vertical cylinder.

My first guess was that it's mostly an older Yamaha Aerox. Those had a 100cc 2T and would have enough grunt to wheelie. The wheels are odd, as the Aerox came with 5-spoke wheels. However, the CPI product line cloned a lot of the Yamaha 2T parts and used a 6-spoke wheel like those.
