Low top speed 125cc buddy

Low top speed 125cc buddy
My buddy is 07 with 9k miles. She only gets to 28mph. I thought it was the sliders but after I got on there they were in great shape. When I was putting the cap back on I noticed a rubber tube hanging down seems like it shouldn't be there. Could this be cuasing my low speed? If so how can I fix it?

No, that is unlikely to be your problem. That tube is probably the fuel overflow. I most recently ran into this problem too. Unknowingly replaced the cap to the diaphragm when it wasn't properly sealed. Dooglas is probably correct that the hose you're referring to is the fuel overflow hose.
