Just as the title says, I'm able to start the scooter with no keys in the ignition. I'm also able to use stuff like the turn signals, horn etc...
Also it seems like I have to force the key-hole a bit to the left when I go to insert the key into the ignition and then it springs to the right automatically to the "ON" position.
Any tips or advice as to how to fix this?

I think I was able to fix it.
I removed the front cover and fiddled around with the cable that attaches from the ignition switch to the seat latch. There appeared to be too much tension on the cable.
I slid the black boot down that was attached to the longer brass looking piece and then rotated that piece as well as the nut above it counter clockwise.
Then I put the key in the ignition and I believe I turned the key counter clockwise towards the seat open position (I don't actually remember 100% if I rotated this way or towards the ignition on position). I then tighten the nut and long brass piece back to their original position and removed the key.
I then looked at the ignition from the front and realized that the key hole now looked in the correct (off) position. I inserted the key with no problem, turned it clockwise and to my surprise it clicked! Just like it was supposed to!
I then took it out and tried a few more times and everything seemed to work properly.
It was pretty late when I did this so I haven't tried putting the battery back in and tarting it to make sure all is good, but all signs point to yes.
