It has a salvaged title. You don't get a salvaged title on a vehicle just because the front plastics are missing.

A salvage vehicle is a vehicle that has been wrecked, destroyed, or damaged to such extent that the insurance company considers it uneconomical to make repairs to the vehicle and the vehicle is not repaired by or for the person who owned the vehicle when the damage occurred.
The California title will contain a notation identifying this vehicle as a salvage vehicle.

I couldn't tell if it was a 125 from the photos before I posted, so I sent a quick e-mail asking if it was a 50 or 125. The response I got was "What?"
I'm leery because of the salvage title. There has to be more damage here
than meets the eye.
A friend suggested it might be an idea to buy it for spare parts. Does that make any sense?
