2T shifter

Hey y’all,
I was given a 2009 Stella (2T), and I got her running, but she sat outside so long, the clutch handle (the twisty thing, not the handle thingy) is pretty stove up.
lol I cannot for the life of me recall what it’s actually called, but does anyone have advice on how to proceed loosening it up?

Good to almost get on the road again after a few thefts.
