Sounds like you need a carb clean/seat polishing. Even with a stuck open petcock, a fully functioning needle and seat will stop the fuel.

You can polish the seat with a Q-Tip hooked into a drill with some metal polish.

Yeah, I believe the check engine light syncs with the fuel pump priming. Listen for the whirring sound.

How many miles? Most services don't involve a valve check unless it's specified. It's a bit of extra work and the engine has to fully cool.

Be patient and let the warranty process work itself out before you cause a stink. Genuine has a great team and they'll get it fixed up. Asking for a replacement scooter just hurts the dealer (been there :( )

Voltage testing and load testing are different - but when is the last time you've reset your throttle body?

Hold the throttle completely open, turn the key on and wait for the fuel pump to turn off then turn the key back off.

A valve adjustment is next on the list of possible problems

No, you would be opening up the outside cover. It's a relatively common mod on most scooters. Pods will work fine on a 4T because it's not a CV carb, but you don't really need it. It's also not going to filter like a paper filter will.

Charge/Change the battery and it'll start. The 170i is weird like that - once the battery falls below a certain amperage while cranking, the bike won't start. It's related to the security system I believe. It'll spin over like the battery is fine but not start.

Well, not exactly. You have your small oil screen still there like a standard GY6 engine. The downside is that you don't get to enjoy the longer oil change interval a spin-on filter gives you although I still change my Buddy's oil every 1200 and just change the filter every other change.
